The social HFHCI housing program is for low-income people, mainly public employees (civil servants) and private agents, whose income is less than 400,000 FCFA / month. Added to this are the targets of the agricultural sector in particular farmers, and the service sector like traders, entrepreneurs, artisans and other liberal functions. The aim of this social program is to provide a sustainable response to the precarious living conditions of social groups who are excluded from the housing programs run by real estate developers in cities.

For the fiscal year 2016 - 2017, the HFHCI housing program has helped build homes in the east of the country, respectively in the sub-prefectures of Tabagne and Damascus. These are low cost villas of 3 bedrooms for low-income families. Remember, this program is in partnership with the mutual cooperative development executives of the localities and this has led to the signing of a tripartite agreement between each different Sub-prefectures, mutual cooperative development and HFHCI.
Several other communities have enjoyed from the program include: 1. Kouadio Ahoussoukro (Region N’zi), 2. Nidiékaha (Region Hambol), 3. Bandiahi (Region Haut Sassandra).
